Document Description
Waste Discharge Requirements permit the U.S. Navy to treat and discharge an average dry weather flow of up to 2.0 million gallons per day. Additionally, they allow the planned Treasure Island Water Resource Recovery Facility to treat and discharge an average dry weather flow of up to 1.3 million gallons per day.

The permit covers the Treasure Island Wastewater Treatment Plant, which discharges secondary-treated effluent to Central San Francisco Bay. In the future, the San Francisco Public Utilities Commission plans to build a new wastewater treatment plant, the Treasure Island Water Resource Recovery Facility, to replace the existing one. The new plant will discharge tertiary-treated effluent to Central San Francisco Bay.
