Document Description
The San Diego Regional Water Quality Control Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2022-0048) to the Project Applicant to rehabilitate approximately 7,300 feet of an existing sewer collection system pipeline as required by the terms of Order No. R9-2019-0020, Settlement Agreement and Stipulation for Entry of Administrative Civil Liability Order. The Project proposes to (1) install a composite lining within the existing pipe using the cured-in-place pipe method and (2) encase three sections of pipeline in concrete and install an articulated concrete block cover to strengthen the cover and stability of the streambed surfaces above the pipe sections identified to have less than the recommended soil cover above the pipe. Permanent impacts to jurisdictional waters from the project will be mitigated through the purchase of mitigation bank credits from the San Luis Rey Mitigation Bank in advance of Project construction and at a compensation ratio of 5:1 (area mitigated to area impacted), ensuring that there will be no net loss of wetlands as a result of Project implementation.
