Document Description
A water leak was discovered at an 18-inch diameter irrigation pipe that crosses the Aqueduct at MP 141.55L. Because the leak saturated the surrounding soil and Aqueduct embankment, it threatened the integrity of the Aqueduct. To repair the leak, a 6 square foot area around the irrigation pipe was excavated to a depth of approximately 6 feet. The irrigation line was drained using a water pump and the pipe joint was cleaned and packed with grout to seal and prevent further leaking. An approximately'3 foot by 5 foot by 5 foot concrete casing was then poured around the joint to stabilize the pipe; the space between the concrete casing. and the walls of the excavation was then filled with slurry to further reinforce the pipe. When the slurry is fully cured, the area will be backfilled. An immediate repair was necessary to stop the leak, prevent increased soil saturation, and prevent failure of the Aqueduct embankment. Users of the State Water Project and the adjacent landowner benefit.

Reasons for Exemption
The immediate containment of the saturated area caused by a leaking pipe adjacent to the Aqueduct, and the repair of the pipe were necessary to prevent further soil saturation and failure of the Aqueduct embankment in that location. Embankment failure would have resulted in the loss of public water conveyance services and would have impacted public health and safety. Statuary exemption 15269 (Emergency Projects) applies.
