Consistent with the City of Roseville Aquifer Storage and Recovery Program, the City of Roseville Environmental Utilities Department proposes installation of up to eight monitoring wells at the locations described above. The wells would be used only to obtain hydrogeologic data to evaluate the feasibility of potential future aquifer storage and recovery well locations. All wells sites are located in previously disturbed areas and/or areas that do not contain sensitive environmental resources. Construction would occur during normal business hours, Monday-Friday between 7:00A.M. and 7:00P.M. Site security and safety provisions will be implemented during well construction and operation.

Reasons for Exemption
This project is exempt as defined in Section 15306 of CEQA Guidelines which states that a project may be exempt from CEQA as a Class 6 exemption if it “consists of … basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded.” Also applicable are Sections 15303 (Class 3 - new construction or conversion of small structures) and 15304 (Class 4 – minor alterations to land). These Exemption classes allow for the construction of small new facilities or structures and minor alterations in the condition of land, water or vegetation. The proposed wells will be installed in already developed or disturbed areas that do not contain sensitive resources and consequently the Class 6, 3 and 4 Categorical Exemptions apply.
