Document Description
The Los Angeles Department of Water and Power (LADWP) proposes to install riprap reinforcement along a portion of Clearwater Creek near LADWP's PP1 facility. Approximately 615 cubic yards of riprap would be placed at a 2:1 (H:V) slope along approximately 205' of the creek bank. The stream bank is roughly 10' in height and riprap would be placed up to 18' into the stream. This bank along this portion of Clearwater Creek has been compromised by erosions caused partially by native tree roots and threatens to weaken the integrity of the abutting access road which is used as the primary road to PP1. This causes concern for any super-heavy equipment needed to access PP1 for plant maintenance.

Power Plant 1 facility is located off of San Francisquito Canyon Road, approximately 4 miles south of Green Valley, California and approximately 18 miles north of the City of Santa Clarita, California.

Reasons for Exemption
In accordance with the California Environmental Quality Act (CEQA), it has been determined that the proposed project is categorically exempt pursuant to the CEQA Guidelines Section 15301, Class 1, Existing Facilities. Class 1 consists of the maintenance and minor alteration of existing private and public structures, facilities, and topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. This includes existing facilities of publicly-owned utilities used to provide electric power. The proposed project would not result in the expansion of the existing capacity and extent of existing flood control infrastructure located at the Power Plant 1 facility.
