The current project proposes minor adjustments to the lighting plan for the project described in the IS. No other changes to the project would occur. In addition, it has been determined on the basis of expert review that 25,000 candelas may not be adequately protective to assure that the impact would be less than significant. A revised threshold of 10,000 candelas has been selected by the District, on the basis of expert opinion supported by evidence, to assure that the impacts to nearby residents would be less than significant. The project lighting engineers (Zeiger and Associates) and light system designers (Musco Lighting), conducted additional analyses to determine the actual lighting impacts to residents of the nearby houses and condominiums. The results of this analysis are discussed below.
