Document Description
The Central Plant Boiler Emissions Improvements project will retrofit boiler equipment and replace plant back-up fuel. These changes to equipment and operations will help the central plant to comply with State Assemble Bill (AB) 617 and Yolo-Solano Air Quality Management District Rile 2.27, this rule requires implementing Best Available Retrofit Control Technology (BARCT) to reduce NOx for industrial, institutional and commercial boilers by December 2023. This project will replace the burner for boiler #3, upgrade the forced draft fan, and install a Flue Gas Recirculation to meet the emission reduction requirements.

Categorical exemption 15301 applies to the operation, repair, maintenance or minor alteration of existing public or private structures, facilities or mechanical equipment, involving negligible or no expansion of the existing use. This project will modify existing equipment and operations, and will not expand the existing building structure. In addition, none of the exceptions for application of a categorical exemption apply to this project.
