Document Description
To remove 70 feet of an existing unused 24-inch steel water siphon pipe plugged with concrete which crosses Little Cow Creek south of the Swede’s Creek Road Bridge east of Palo Cedro in Shasta County, California. The project includes demolition of the pipe from the channel with each end plugged with concrete, excavation, and re-contouring of streambed at demolition location to allow for immediate fish passage and spreading of excess excavated material downstream of siphon location. The plugged ends of the pipe will remain within the floodway on the upper banks. Temporary coffer dams will be installed upstream and downstream of the work area during construction. Rock scour protection will be salvaged and reused on site. The willows adjacent to the structure will be removed and replanted once the structure is removed.

Reasons for Exemption
The Board has determined the project is exempt from CEQA under the Class 33, Small Habitat Restoration Projects, categorical exemption (CEQA California Code of Regulations (CCR), Title 14, Section 15333) because the proposed activity consists of the restoration of a disturbed area less than five acres and will help improve fish passage. The project is also exempt under the Class 1, Existing Facilities, categorical exemption (CEQA CCR, Title 14, Section 15301) because the proposed activity consists of the demolition of an existing concrete siphon structure, saw cut and removal of the pipe with each end plugged with concrete. The project is also exempt under the Class 4, Minor Alterations to Land, categorical exemption (CEQA CCR, Title 14, Section 15304) because the proposed activity consists of minor excavation and re-contouring of the streambed. Further, none of the exceptions to the exemption in CEQA CCR, Title 14, Section 15300.2 apply. Please note, the signed NOE is not attached.
