This amendment proposes to revise the existing LVPA section of the Elsinore Area Plan to update descriptions, revise existing policies, add new policies, and create Neighborhood planning areas with specific policies that. together with proposed land use changes, can provide direction for the orderly development of the Lakeland Village community, which may provide for appropriate land use. infrastructure. services. design and character. This amendment also includes a minor amendment to a Land Use Element policy that affects the Mixed-Use Area land use designation.
