Document Description
The Los Angeles Unified School District (LAUSD or District) has negotiated with the City of Los Angeles (City) to lease its 6.56- acre closed Collins Street Elementary School campus (campus) to the City for emergency parking (Project). The City is using its property known as Shoup Park, located at 5858 Shoup Avenue, immediately across Miranda Street north of the campus, to place trailers and operate a program(s) in response to the COVID-19 pandemic. The City is temporarily leasing the campus for thirty (30) days to provide parking for the personal vehicles of its employees, volunteers, and such other persons under the supervision and control of City while the program(s) operate at Shoup Park. The City will execute a leasing agreement with the District for use of the campus. The City will be Lead Agency under CEQA for parking at the campus. The campus will not be used for any other purpose without the prior written consent of District.

Reasons for Exemption
On March 4, 2020 the Governor of the State of California declared a state of emergency in response to the COVID-19 pandemic. The Project is a response to the City’s need as it provides support services to its residents during this emergency. The Project will occur on a closed school campus that does not contain any structures.
