Reasons for Exemption
Class 2 projects consist of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. This project will involve replacement of existing mechanical equipment at an existing food processing facility and the facility will have substantially the same purpose and capacity with the replacement equipment. The evaporator and distillation system consists of evaporators, condensers, distillation columns, heat exchangers, pumps, tanks, and associated wiring, piping, fittings, and fasteners. The demonstration will not have a significant impact on local air quality, noise, or traffic, and is expected to reduce local criteria pollutant emissions. For these reasons, the project will not have a significant effect on the environment and falls under the categorical exemption listed in 14 C.C.R. § 15302. This project involves minor public or private alterations in the condition of land including minor trenching and backfilling where the surface is restored. The proposed project may install infrastructure for underground cables including conduit and wiring. For these reasons, the project will not have a significant effect on the environment and falls under the categorical exemption 14 C.C.R. § 15304.
