The proposed activity is an organizational or administrative action that does not commit the San Diego County Sanitation District to a project that has or may have a reasonably foreseeable impact on the environment and is not a project as defined by Section 15378 of the CEQA Guidelines. Specifically, the proposed action includes execution of a Wastewater Service Agreement among San Diego County Sanitation District, the City of El Cajon the Padre Dam Municipal Water District, and the East County Advance Water Purification Joint Powers Authority. The agreement establishes the general provisions. wastewater services flow commitment and capacity, wastewater service charges effective period project commitments and off-ramps, dispute resolution insurance, and miscellaneous provisions between the participating agencies.
