Document Description
The purpose of the proposed project is to improve the safety of the railroad crossing by improving the railroad crossing located on Avenue 80 and Road 128/Bishop Drive off-ramp intersection. The project includes pavement reconstruction and resurfacing up to the Railroad tracks, reconstruction of approximately 80 feet of an asphalt dike in front of railroad warning devices, and related improvements (signing/striping, etc.). No additional right-of-way will be acquired and no construction work outside the existing right-of-way will occur. Construction activities will include roadway excavation, placement of aggregate base and pavement, and signing/striping installation, This project is funded by the Railway-Highway Crossings (Section 130) Program. Thus, this project will provide a public benefit by improving safety and security of the public by improving the transportation infrastructure for the general population in the region and motorists using these facilities. Construction is anticipated to begin during the 3rd Quarter 2020.

Reasons for Exemption
This action is consistent with Section 15301 Class 1, Existing Facilities (c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Section 300 (c)(14). Therefore, the application of CEQA Section 15301 and Tulare County Guidelines for the Implementation ofCEQA of 1970, Section 300 (c)(!4) are applicable and appropriate for this project.
