Minor Alterations to Land - Class 4, with Subsection (h) specifically covering the creation of bicycle lanes on existing rights-of-way. The project would not impact sensitive habitat areas, be located in areas included on any list compiled pursuant to Section 65962.5 of the Government Code, result in any significant impact due to unusual circumstances, damage scenic resources, affect a historic resources, or result in a cumulative impact.
