To authorize the removal and replacement of approximately 150 linear feet of an existing 42-inch diameter corrugated metal pipe with a 42-inch diameter welded steel pipe, to include a 60-inch standpipe with positive closure, a flap gate, and reconnection of the pipeline to an existing pump station, all through the left (north) bank levee of the Sacramento River. All work was performed under Emergency Authorization No. EM2017109.

Board staff has determined the project is statutorily exempt from CEQA under §15269(a) and §15269(b) covering emergency projects. The project included the removal and replacement of a failed discharge pipe and appurtenances that were damaged or destroyed in a flooding disaster, for which the Governor proclaimed a state of emergency in 2017. In addition, the project is exempt from CEQA under the Class 1 categorical exemption (CEQA Guidelines §15301) because the activity consisted of removal and replacement of an existing pipe and appurtenances associated with pumping water off the surrounding land. Further, none of the exceptions to the exemption in CEQA Guidelines §15300.2 apply.
