Document Description
The Proposed Project includes improvements to an existing Wastewater Treatment Plant (WWTP) near the town of Grayson. The WWTP provides domestic wastewater services to residents within the boundary of the Grayson Community Services District. The proposed improvements do not include an expansion of the facility. The Proposed Project includes the installation of a mechanical screen to assist in the filtration of Class 8 solids (sludge). The existing practice for biosolid and inorganic processing at the Wastewater Plant is not sustainable. As a byproduct of the treatment process, the facility generates Class 8 solids which must be periodically hauled and removed from the site. As stated above the proposed improvements include consists of the installation of a mechanical screen at the headworks of the wastewater treatment plant which will replace the current manual screen and improve the performance ofthe Wastewater Facility. The mechanical screen would facilitate the filtration process and decrease the level of inorganic solids and sludge to be removed.

The Proposed Project is located directly northeast of the town of Grayson. The Proposed Project site is bounded by agricultural uses to the north, south, west, and the San Joaquin River to the east. The proposed project site is an improved wastewater treatment plant with lagoons and leech fields. The headworks and stage area are located towards the northeastern portion of the proposed project site.

Reasons for Exemption
The Proposed Project consists of the installation of a mechanical screen at the Grayson WWTP to improve performance and efficiency. The Proposed Project is a minor alteration of an existing public facility and does not involve the expansion of the use beyond that existing at the time of the City's (Lead Agency) CEOA Determination. As noted above, the Proposed Project does not expand the wastewater capacity at the WWTP. Rather, the Proposed Project is intended to improve operations for existing Grayson Community Services District customers. The Proposed Project is consistent with Class One: Existing Facilities Categorical Exemption per the CEQA Guidelines.
