Document Description
Approval of SB2 Grant Update and an amendment to the Professional Services Agreement with Crandall Arambula to increase funding and expand the scope of services to include study of Multi-Family. Mixed-Use, and Tropico Center Plan Objective Design Criteria and review of the existing Commercial Planned Development (CPD) zone. In addition to the preparation of the West Glendale Sustainable Transportation and Land Use Study (Study). The Study includes examination of a preferred protected bike lane concept and potential land use changes for Glenoaks Boulevard and illustrative "vision" plans showing corridor-long and locational enhancements that will support multi-modal transportation corridors and vibrant neighborhoods linking to Glenoaks Boulevard. The completed Study will include: 1) introduction and project need statement: 2) existing conditions. opportunities and constraints ; 3) analysis of future conditions - including demographic information and traffic counts: 4) summary of community engagement process; 5) preferred protected bike lane. complete street and land use concepts; and 6) implementation and financing strategy.

Acceptance and appropriation of the SB2 Planning Grant funds and the proposed contract amendments to increase funding and expand the contract scope are exempt from further environmental review under the California Environmental Quality Act ("CEQA") pursuant to Title 14 of the California Code of Regulations ("CEQA Guidelines") because they are not projects under CEQA Guidelines Sections 15060(c)(3) and 15378(b)(4) because they constitute governmental fiscal activities that do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
