Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-ORA-23262-R5), pursuant to Fish and Game Code section 1602, to the project Applicant, City of Santa Ana as represented by Alex Bangean. The Project is limited to the replacement of the Fairview Street Bridge (bridge) over the Santa Ana River (River). The Santa Ana River at Fairview Street Bridge is a concrete flood channel with the Santa Ana River Trail (SART) running underneath the southern end of the bridge. The bridge is currently 52-feet wide, has four vehicle lanes, and has eight pier walls in the River’s bed supporting the bridge. The bridge will be widened to 100 feet in width; add two additional vehicle lanes for a total of six vehicle lanes; replace the existing eight piers to four piers for support; and add sidewalks, bike lanes, a raised median, and lighting to the bridge. Existing grouted rip-rap around the existing abutments and wingwall will also be removed. Project activities will not require any water diversions, as work will only occur in the dry season and away from the low-flow channel. Construction is expected to start in 2024 and take approximately two years to complete. This is to advise that CDFW, acting as a Responsible Agency, approved the project described above on April 11, 2024, and has made the following determinations regarding the project pursuant to California Code of Regulations section 15096, subdivision (i): 1. The project will not have a significant effect on the environment. This determination is limited to effects within CDFW’s permitting jurisdiction as a Responsible Agency. 2. CDFW considered the Mitigated Negative Declaration prepared by the Lead Agency for this project pursuant to California Code of Regulations section 15096, subdivision (f). 3. Mitigation measures were made a condition of CDFW’s approval of the project. 4. A Mitigation Reporting or Monitoring Plan was adopted by CDFW for this project. 5. A Statement of Overriding Considerations was not adopted by CDFW for this project. 6. Findings were not made by CDFW pursuant to California Code of Regulations section 15091.
