Document Description
This project is located at the Owens Valley Conservation Camp, a CAL FIRE/California Department of Corrections and Rehabilitation facility located northwest of the town of Bishop, CA. The property is primarily surrounded by open space owned and managed by the Bureau of Land Management or the Los Angeles Department of Power and Water. The project site is located adjacent to existing buildings and infrastructure and consists of approximately 0.75 acres of previously-disturbed land/habitat (i .e., barren dirt lot and disturbed sage scrub) and non-native vegetative cover (i.e., ornamental/lawn landscaping); a single western juniper tree (Juniperus occidentalis) will be removed during project implementation. Reasons for Exemption
The project meets the requirements of Class 3 Categorical Exemption (New construction or conversion of small structures) Section 15303. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project fits the description of example "E" as an accessory structure. No exceptions apply which would preclude the use of a "Notice of Exemption" for this project. It has been concluded that no significant adverse environmental impacts would occur to aesthetics, agriculture and forest resources, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, mineral resources, noise, populations and housing, public services, recreation, transportation and traffic, utilities and service systems, or wildfire. Documentation of the environmental review completed by the CALFIRE staff is kept on file at CAL FIRE's San Bernardino Unit Headquarters in San Bernardino, CA.
