Document Description
The proposed project will involve three different activities at Eel River Conservation Camp (CC). The first activity will consist of forming and framing for a 100 x 100 cement slab for the establishment of a containerized training facility. Eight 12 x 40 shipping containers will be used for all the buildings. Soil will be displaced to a depth of 24 inches during construction of the slab foundation. The second activity will involve grading and soil movement in and around the existing gun range. The soil movement and grading will be done to more adequately configure the site for safety when being used. Minor excavation and digging will be done to facilitate the shooting range development. The third activity will allow for fire lines to be built by dozers and hand crews during live fire training at the camp. The fire lines will be eight to twelve feet wide and two 200 feet in length. Soil will be displaced to a depth of 12 inches during fire line construction with the dozers and six inches with the hand crews. The areas where the fire line will be constructed will vary due to vegetative growth between burning cycles. No more than one acre will be disturbed at any one time during construction of the cement slab, fire line construction, or grading at the shooting range. During fire line construction, one acre could be disrupted at any given time. No trees will be removed and no watercourses are affected by this project.

Reasons for Exemption
This project fits under portions of three classes of Categorical Exemptions to CEQA: Class 1 (Existing Facilities), Class 3 (New Construction of Small Structures), and Class 4 (Minor Alterations to Land). Most of the project activities would occur within previously disturbed areas. The areas where new ground-disturbing activities might occur are limited in nature and are best described as minor in scope. Field review by CAL FIRE staff confirmed that no exceptions apply, which would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland or timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, populations and housing, public services, recreation, transportation and traffic, or utilities and service systems. Documentation of the environmental review completed by the department is kept on file at the address noted on page one.
