Document Description
This document consists of both the Initial Study for the project and the MND. The Initial Study determined that the implementation of the proposed project could cause some potentially significant impacts on the environment but, as shown in the environmental analysis contained in this Initial Study/Mitigated Negative Declaration (IS/MND), all of the project’s potentially significant impacts would be reduced to less than significant levels through the implementation of mitigation measures. Consequently, the analysis contained herein concludes that an MND shall be prepared for the proposed project. The Los Angeles Department of Water and Power (LADWP) is proposing the City Trunk Line South Unit 5 Phase II and Unit 6 Project (proposed project) in the Studio City neighborhood of the City of Los Angeles (City), Los Angeles County. Implementation of the proposed project would improve capacity, reliability, and flexibility in the water system, and would complete the LADWP’s six-phase plan to replace the existing Los Angeles City Trunk Line, which connects the Los Angeles Aqueduct Filtration Plant to the Franklin Reservoir. The proposed project would include the replacement of the existing large-diameter potable water trunk line using the open trench and the pipe jacking methods. The proposed project would also include the installation of a flow control station, the structural relining of portions of the existing pipeline, and interior improvements within the existing Coldwater Canyon Pump Station.
