Document Description
The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The State Water Board’s Drinking Water State Revolving Fund (SRF) Program is financing the Project referred to internally as Water Distribution Mainline Replacement. The Project involves the replacement of approximately 12,260 linear feet of existing water mains ranging from 4-inch to 8-inch of various material such as steel, ductile iron, transite and cast iron with approximately 12,260 linear feet of new ductile iron pipelines (DIP) ranging from 8-inch to 12-inch throughout the City of San Bernardino. The replacement pipes will be substantially the same size and alignment as the existing pipes within the public rights-of-way. The existing water mains will be abandoned per City of San Bernardino Municipal Water Department (SBMWD) standards. The Project also includes an elimination component that is located within the Project area called Mountain Sub-Zone B Elimination. In addition to the replacement of existing water mains and laterals, the elimination component involves the removal of an existing pump station and automatic control valve station, installation of two pressure reducing stations, and installation of pressure reducing valves at about 70 residences.

The Project has been determined to meet the requirements of the exemption selected above and will not have a significant impact on water quality. The Project involves replacement and reconstruction of existing structures where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
