Document Description
Paradise Ridge Winery is a public water system that consists of a well, 53,500- gallon storage tank, and an extensive water treatment system. The treatment system is composed of sediment filtration, water softening, ultraviolet (UV) disinfection, point of use reverse osmosis, calcite filter for remineralization of run-off (RO) treated water, and a distribution system serving one hospitality building. On October 8, 2017, the Tubbs Fire destroyed numerous homes, properties, and transportation facilities within Napa, Sonoma, and Yuba Counties. Paradise Ridge Winery, including its water system facilities, was destroyed as a result of Tubbs Fire. In response to the disaster Governor Edmund Brown Jr. issued a Proclamation of a State of Emergency on October 9, 2017. The Project is to restore the water system facilities of the property that were destroyed as result of Tubbs Fire. The operation of the water system regularly serves at least 25 non-residential individuals (transient) during 60 or more days per year.

Reasons for Exemption
The Project falls under the Statutory Exemption as an Emergency Project. The Project is to restore its water system facilities of the property that were destroyed as a result of Tubbs Fire in which a state of emergency has been proclaimed by the Governor according to the California Emergency Services Act, commencing with Section 8550 of the Government Code.
