Document Description
The City of Redding is proposing to build the Northeast Crossing Trail Project, which would connect the existing bike path a long State Route (SR) 299 to the Highland Park subdivision located approximately 0 .5 miles south o f SR 299. The project would include various improvements within Caltrans' right-of-way southeast of the Interstate 5/SR 299 interchange. Proposed improvements within Caltrans' right-of-way would include construction of a shared use pedestrian/bicycle path that is approximately 10 feet wide and paved with a previous polymerized crushed aggregate. Other improvements within the right-of- way would include installation of storm drain culverts, safety lighting, signage, and bollards at the trailhead to prevent unauthorized vehicle access. Stockpiling may also occur within the right-of-way. The City of Redding is the CEQA lead agency and has prepared an Initial Study/Mitigated Negative Declaration and a Notice of Determination for the project. Caltrans, acting as a responsible agency for work proposed within the agency's right-of-way, has reviewed the environmental documentation provided by t he City and adopted the findings in the Notice of Determination. Caltrans w ill issue an encroachment permit (0220-NMC-0176) for work occurring within the agency's right-of-way provided that a ll applicable environmental commitments identified in the Initial Study are implemented.
