Document Description
The San Diego Regional Water Quality Control Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2022-0173) to the Project Applicant to construct 8-foot shoulders on both lanes of SR-79, along with installing rumble strips on the center line and both shoulders from ¼ mile west of Woodchuck Road (Post Mile [PM]) 11.4) to ½ mile east of Sage Road (PM 5.4). Temecula Creek Bridge will be widened as well to accommodate larger shoulders. Additional work will include the installation of retaining walls, and all existing culverts will be replaced with culverts of the same flow rate and direction as the current structures. Compensatory mitigation will occur at a 3:1 area ratio for permanent impacts, with 2:1 credits at Riverpark Mitigation Bank and 1:1 credits at the San Luis Rey Mitigation Bank.
