Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2017-0822-R1, pursuant to Section 1602 of the Fish and Game Code to Tom Northrop. The parcel contains an existing on-stream pond and several Class III stream crossings. The project includes maintenance of the spillway and overflow infrastructure and the impounding and diversion of water from the pond. The impoundment and diversion of water is authorized by the Division of Water Rights under License # 12053 and allows for diversion for domestic uses but no commercial cannabis uses. Three undersized culverts on Class III streams will be replaced with larger corrugated metal pipes and one undersized culvert will be removed on a fourth crossing and replaced with a rock armored ford.

Reasons for Exemption
The project is entirely pre-existing and continued use, operation, and maintenance of the existing impoundment and access roads will not pose a risk to the environment or public safety. Culverts will be increased in size to match the capacity needed for the 100-year flow event and to prevent further erosion from scour. There will be no expansion in size of the impoundment or road prisms causing new significant impacts, nor are there significant adverse impacts on endangered, rare, or threatened species or their habitat pursuant to section 15065.
