Document Description
Due to exceedances of iron limits contained in the General Industrial Stormwater Permit from samples collected at the Eastern Regional Landfill (ERL) Materials Recovery Facility (MRF), Placer County is implementing a capital project to construct a stormwater treatment facility intended to reduce the fine sediment in the ERL MRF Reclamation Area stormwater discharge that contains high iron concentrations. Work will include, among other things, installation of conveyance channels, a flow splitter, a forebay, and a vegetated filter strip in the southeastern portion of the ERL MRF Reclamation Area. Rock lined conveyance channels will be constructed leading into the flow splitter, which will be constructed of concrete and used to bypass flows in excess of the 85th percentile storm event. A forebay will be constructed of concrete immediately downstream of the flow splitter to settle larger particles. Construction of the vegetated filter strip will involve approximately 1.5 acres of micro-grading on a relatively flat site to make it extremely flat to ensure a wide, shallow, and slow flow through the treatment unit. Level spreaders will be constructed of gravel within the treatment unit perpendicular to the flow·to prevent the flow from concentrating in any one area, which could decrease treatment performance and cause erosion. Construction downstream of the treatment unit includes rock-lined channels and new culverts under the perimeter road. Construction is tentatively scheduled for summer 2020. All work will be done in previously disturbed areas.

Reasons for Exemption
Pursuant to Sections 15301(b), 15301(f), 15304(a), and 15330(b)(7) of CEQA Guidelines, this project is exempt from further CEQA review. Section 15301(b) specifically applies to minor alterations, repair and/or maintenance at publicly owned facilities involving negligible or no expansion of capacity; 1530 l(f) applies to the addition of safety or health protection devices at public facilities; l 5304(a) applies to grading activities where there is less than a 10% slope and where no habitat is disturbed; and l 5330(b )(7) applies to activities that prevent the release of hazardous substances, particularly controls for surface water runoff. There will be no expansion of use or capacity, no habitat removal, and no new ground disturbance.
