Adoption of a joint Port of Long Beach and Port of Los Angeles 2020 Clean Trucks Program (CTP) Rate Resolution (2020 CTP Rate Resolution) establishing a Clean Truck Fund (CTF) Rate. The CTF Rate will not be collect~d until :he adoption of a Tariff Amendment to collect the CTF Rate. The 2020 CTP Rate Resolution will take effect upon the effective date of its adoption by boll'l the Los Angeles and the Long Beach Board of Harbor Commissioners.

CEQA Guidelines §15273 Rates, Tolls, Fares, and Charges: The 2020 CTP Rate Resolution Is the first step in a rate setting activity lo establish a ,ate by a public agency which the public agency finds is for the purpose of purchasing equipment. CEQA Guidelines §15262 Feasibility and Planning Studies: The 2020 CTP Rate Resolution is a planning study for possible future action which the Board has not approved, adopted. or funded and does not require the preparation of an EIR or Negative Declaration but does require consideration of environmental factors. CEOA Guidelines §15061 (b) (3) Common Sense Exemption: It can be seen with certainty that there is no possibility that the approval of the 2020 CTP Rate Resolution may have a significant effect on the environment.
