Reasons for Exemption
County Staff has concluded that Article 19, Section 15308, Categorical Exemption Class 8 of the California Environmental Quality Act (CEQA) Guidelines is appropriate for coverage of the Placer County Sustainability Plan (PCSP). Categorical Exemption Class 8 "consists of actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment."
The County Board of Supervisors will consider staffs' recommendation for coverage of the PCSP with a Class 8 Categorical Exemption, Section 15308 -Actions by Regulatory Agencies for Protection of the Environment.
Individual discretionary projects that are subject to the PCSP will undergo project specific environmental review as warranted under CEQA. Thus, the establishment of the PCSP does not supersede the California Environmental Quality Act, or other Placer County Municipal Code requirements.
