Reasons for Exemption
The Department of Food and Agriculture has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. This project meets the criteria of an existing facilities project, Class 1, Section 15301 of the California Code of Regulations, Title 14, Division 6, Chapter 3. This project is located at an existing facility and the project plans do not include expansions of existing structures. The project site is sufficiently served by all public services including electricity and the local water municipality. There is no indication that the project is located in an environmentally sensitive area. The project site is not visible from a scenic highway and it would not result in a substantial adverse change to a historical site.
