The project involves: 1) the removal of approximately 800 linear feet of existing, remnant and decommissioned oil/petroleum and other abandoned utility pipelines; and 2) wetland habitat restoration that will enhance and increase valuable salt marsh vegetation through minor grading activities and the addition of a new tidal channel. Temporary construction impacts will be mitigated through standard regulatory requirements and permit conditions and BMPs incorporated into the project.

Reasons for Exemption
The project includes pipeline removal and habitat restoration in the Upper Magnolia March of the Huntington Beach Wetlands. A portion of the subject project site is within the City's certified Local Coastal Program area and a portion of the site is within the Coastal Commission's original permit jurisdiction. However, the City has relinquished its jurisdiction and provided consent for the Coastal Commission to process a consolidated CDP pursuant to Section 30601.3 of the Coastal Act. As such, the project does require any discretionary approvals from the City. Nonetheless, the project has incorporated BMPs to ensure that potential impacts during construction will be less than significant and is required to comply with all standard requirements and permit conditions as required by regulatory agencies with jurisdiction over the project.
