Document Description
A Building Permit application for security fencing around the perimeter of the Stockton Metropolitan Airport. Existing areas of six (6) foot tall chain link fencing with barbed wire on top will be replaced with eight (8) foot tall chain link fencing with two (2) feet of barbed wire fencing, as recommended by the Federal Aviation Administration (FAA) Airport Safety and Operations Division regarding wildlife exclusion fencing. As stated in FAA National Part 139 Cert Alert, taller fence heights are recommended to keep mammals, particularly deer and coyotes, off of aircraft movement areas to reduce incidences of aircraft damage. Some existing areas of fencing will also be relocated to exclude non-airport properties and correct a deficiency in security measures. A Building Permit is only required because the proposed fence height exceeds seven (7) feet. The Property is zoned P-F (Public Facilities) and AP-X (Airport Multi-Use), and the General Plan designations are P (Public) and AP/X (Airport/Multi -Use).

Ministerial (Public Resources Code Section 21080[b][1]; CEQA Guidelines Section 15268) The "common sense" exemption (CEQA Guidelines Section 15061 [b][3]) This project is exempt from the California Environmental Quality Act (CEQA) per Public Resources Code Section 21080(b)(1), CEQA Guidelines Section 15061(b)(3), and CEQA Guidelines Section 15268. This project is a ministerial project, and pursuant to Public Resources Code Section 21080(b)(1) and CEQA Guidelines Section 15628, ministerial projects are not subject to the requirements of CEQA. CEQA Guidelines Section 15061(b)(3) further states that "CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA." There is no possibility that this project may have a significant effect on the environment and, therefore, the project is not subject to CEQA.
