A Class 1 categorical exemption is applicable because the proposed project is the installation of utility infrastructure at an existing facility. No increase in the physical footprint nor expansion of use would occur. In addition, the proposed project would be environmentally beneficial by generating its own sustainable electricity. In accordance with Section 15300.2 of the CEQA Guidelines, there are no cumulative impacts, expected significant effects on environmental resources, hazardous waste or historic sites, scenic highways, or other limiting factors er unusual circumstances that would make the exemption inapplicable based on the project records.
