The project consists of annual maintenance to lower fuel loads to reduce the impacts of wildfires. Reduction in fuel loads includes utilization of hand crews to maintain a shaded fuel break by disrupting the horizontal continuity of surface fuels, vertical continuity resulting from ladder fuels, and increase shrub and understory crown spacing by removal of brush, low hanging limbs, and dead trees.

Reasons for Exemption
The removal of brush, low hanging limbs and dead trees within Skyline Park to lower the fuel loads to reduce the impacts of wildfires constitutes maintenance of existing facilities. The maintenance will be completed by hand utilizing weed trimmers, chain saws and other hand equipment. Therefore, the project fulfills the requirements for a Class 1 Categorical Exemption.
