Document Description
The proposed project will involve replacement of the existing Santa Barbara City College Physical Education Building. Several critical structural safety deficiencies were identified in a seismic evaluation of the 64,894 gross square foot (gsf), approximately 50-foot tall Physical Education Building constructed in 1965. The structurally deficient facility will be demolished and reconstructed. The structure's overall size will remain the same, but facility components (Gymnasium, Life Fitness Center, Dance & Combatives Facilities, Classrooms, and Locker Rooms) would be slightly reconfigured within the existing facility's footprint and remain on the north side of the Loma Alta Drive arroyo that separates the Santa Barbara City College East and West campuses. The three-story, approximately 65,000 gsf, 68-foot tall building is projected to provide approximately 53,000 assignable square feet (asf): 3,600 asf lecture; 2,900 asf office; 46,200 asf physical education, meeting, and food service area; and 300 asf space to achieve compliance with potential American Disabilities Act (ADA) facilities ( expanded bathrooms and access, etc.). Reasons for Exemption
The proposed Physical Education Building Project involves replacement of an existing structure located on the same site as the facility to be replaced, and would have the same purpose and capacity as that existing facility. The proposed Physical Education Building would have the same square footage and function as the existing facility and would result in a minor structural reconfiguration of components within its current location adjacent to and north of Loma Alta Drive. No new capacity or inducement for increased campus enrollment would result. All existing infrastructure including associated parking spaces and pedestrian access would be maintained. No potential for significant geological impact would occur, as the reconstructed building would be designed to incorporate standard geotechnical engineering practices to address all potential hazards. The proposed structures would not substantially change public views experienced from local roadways and recreation areas along West Beach. Their roofline would remain lower than the East Campus bluff forming the 2 background views behind the existing Physical Education facility, such that no new impact on important visual resources would result.
