Document Description
The proposed project would involve the Installation of trash capture devices within 8 existing storm drain systems located on District property along the Bayshore Bikeway adjacent to the Coronado Island Marriott. The District is installing the trash capture devices in order to comply with the California State Water Resources Control Board's (State Water Board) Trash Amendments;1 the devices aim to capture all trash greater than 5 millimeters generated on priority land uses (PLU).2 Although the Trash Amendments only require the District to install the trash capture devices for PLU drainage areas, the District may ultimately install the devices for all District jurisdictional drainage areas as part of comprehensive stormwater objectives for the San Diego Bay. The proposed project is the first installation phase to comply with the Trash Amendments.

The proposed project is determined to be Categorically Exempt pursuant to the CEQA Guidelines and the Sections of the District's Guidelines for Compliance with CEQA as identified above. These are appropriate for the proposed project because it would involve no expansion of use beyond that previously existing and would not result in a significant cumulative impact due to the continuation of the existing use, would consist of installation of small new equipment in small structures, and finally, it is required by the State Water Board, a regulatory agency.
