Document Description
The project consists of executing a lease for the aviation maintenance program due to increased aircraft requirements. New hanger area is necessary to incorporate twelve new S-70i Black Hawk helicopters which will replace the existing fleet of "Huey" helicopters and require twice as much space. The first helicopter has been delivered, with the second unit expected in February of 2020. Subsequent deliveries will occur over the next two years. Without the additional hangar, maintenance operations will slow down during the winter months as upkeep cannot be done outside. This hanger will provide for winter storage until Capital Improvements at the various Helitack Bases are complete for final disbursement of the helicopters throughout CALFIRE'S units.

Reasons for Exemption
This project consists of leasing existing hangar space within an active airbase. CCR Section 15301, Class I consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Field review by CAL FIRE staff confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland or timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation or traffic, or to utilities and service systems. Documentation of the environmental review completed by the Department is kept on file at the 1300 U Street, Sacramento, CA 95818.
