Document Description
ID4 will exchange up to 1,500 af of 2020 SWP Table A water with Kern-Tulare for an equal amount of CVP water. The SWP water will be delivered to Kern-Tulare at Reach 12E on the California Aqueduct or at other mutually agreeable locations. The CVP water will be delivered to ID4 into the discharge side of Pumping Plant No. 7 in the Cross Valley Canal (CVC) or at other mutually agreeable locations. The exchange of SWP Table A water for Kern-Tulare's CVP water will facilitate in-district delivery of Kern-Tulare's CVP water and provide ID4 an economic benefit by foregoing pumping lifts through the CVC. All other mutually agreeable locations are located within the Kern groundwater basin so that the total water supply to Kern County is not diminished. There is no construction, land use change, or modification to existing facilities; no new lands will be brought into production as a result of the exchange.

CEQA Guidelines Section 15061(b) provides that a lead agency may determine an activity to be exempt from CEQA in that it utilizes only existing facilities. This exchange involves project water within the Agency's Water Supply Contract with DWR, all deliveries occur entirely within the SWP place of use and exclusively utilizes existing facilities.
