Pursuant to Section 15301 of the CEQA Guidelines, the project involves negligible or no expansion of existing uses and will improves areas for an existing park facility: 1. In the case of the new parking lot, the area is currently being used for parking and has a long history as an unimproved parking surface. 2. In the case of the dog parks, these areas are currently operating as dog parks.
