The project consists of improvements to an existing park, known as Demuth Park, involving (1) a parking lot where existing parking is provided and (2) two dog parks where existing such services are exist. The parking lot will accommodate approximately 165 parking spaces. The Parks & Recreation Commission approved the design on January 27, 2020.

Pursuant to Section 15301 of the CEQA Guidelines, the project involves negligible or no expansion of existing uses and will improves areas for an existing park facility:
1. In the case of the new parking lot, the area is currently being used for parking and has a long history as an unimproved parking surface.
2. In the case of the dog parks, these areas are currently operating as dog parks.
