Document Description
The California Department of Fish and Wildlife is issuing a permit (2081(a)-19-022-RP) for a project to determine if fire contributes to increased germination of the state endangered plant Lassics lupine. The Project will involve assessing the germination response of Lassics lupine seeds after heat and smoke treatments in a laboratory. Lassics lupine seeds that will be used for the Project were collected by USDA Forest Service, Six Rivers National Forest personnel in the summer of 2019. The experiment will involve treating seeds with commercial liquid smoke diluted to 1:100 and 1:500 with distilled water, and heat shock treatments of 80°C for 1 hour, 100°C for 5 minutes, and 110°C for 5 minutes. 20 seeds will be used for each of the six possible treatments, resulting in a total of 120 Lassics lupine seeds used for the experiment.

Reasons for Exemption
This Project consists of basic data collection for research on the effects of fire on a state-listed endangered plant species. The experiment will not result in any serious or major disturbances to the environment because the seeds have already been collected by the USDA Forest Service, Six Rivers National Forest personnel. The permit issued by the California Department of Fish and Wildlife for the project includes measures to ensure that the existing populations of Lassics lupine are not impacted.
