It has been determined that the project is an in-fill development meeting the following conditions:1 )project is consistent with the applicable general plan designation, 2)project site is less than 5 acres surrounded by urban uses, 3) project site has no value as habitat for endangered/rare/threatened species, 4) project would not result in any significant effects relating to traffic, noise, air or water quality,5) site can be served by existing utilities.
