The environmental baseline for this project is June 4, 2004, the date SWRCB accepted the Petition for Extension of Time. The diversion works and transfer pipeline existed in their current state prior to this date. Since the baseline date, one new single family residence has been constructed in the subdivision, an activity that is exempted from CEQA by Categorical Exemption Class 3, New Construction or Conversion of Small Structures.
