The project involves installation of a reinforced concrete retaining wall in a highly disturbed area outside of the diversion channel immediately adjacent to a paved roadway. There are no unusual circumstances leading to a reasonable possibility that significant environmental impacts will result from the project. Therefore, the City finds that the project is exempt from the California Environmental Quality Act (CEQA) in accordance with CEQA Section 15301.
