The Lahontan Regional Water Quality Control Board (Lahontan Water Board) is preparing General Waste Discharge Requirements for Limited Domestic Wastewater Treatment Systems (Limited Domestic Order) that will be applicable to the Lahontan Region. The wastewater regulated by the Limited Domestic Order includes wastewater normally discharged from plumbing fixtures, appliances and other household devices including, but not limited to toilets, bathtubs, showers, laundry facilities, dish-washing facilities, and garbage disposals. Domestic wastewater may include wastewater from commercial buildings such as office buildings, retail stores, and some restaurants, or from industrial facilities where the domestic wastewater is segregated from the industrial wastewater. Domestic wastewater may include incidental RV holding tank dumping but does not include wastewater consisting of a significant portion of RV holding tank wastewater such as at RV dump stations. Domestic wastewater does not include wastewater from industrial processes. The most similar, extant general permit, State Water Resources Control Board Order WQ 2014-0153-DWQ General Waste Discharge Requirements for Small Domestic Wastewater Treatment Systems (Small Domestic Systems Order), regulates the discharges from small domestic wastewater treatment and disposal systems (monthly average flow rate of 100,000 or less gallons per day). That general order does not provide consideration for nitrogen discharge in systems designed for less than 20,000 gallons per day and does not provide consistent nitrogen limits at all levels of discharge.
