Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2018-0190-R1 , pursuant to Section 1602 of the Fish and Game Code to Vesselin Popov. The project is limited to 8 encroachments. Six of the proposed encroachments are to upgrade and improve crossings. Two existing dirt crossings will be upgraded to appropriately designed rocked fords. Four crossings have failing and undersized culverts that will be replaced with culverts size to pass 100-year flows and associated debris. Encroachment 7 is to remove a 66-inch culvert and replace it with a flat car bridge over an unnamed stream, tributary to Tom Long Creek. Work for the bridge will include proper installation, use and maintenance of the infrastructure. Work for these encroachments will include excavation, removal of the failing culverts, replacement with new properly sized culverts, backfilling and compaction of fill, rock armoring as necessary to minimize erosion, and bridge installation according to specifications in the Notification. The final encroachment includes development and implementation of a Stream Restoration Plan (SRP) for Map Point A. The SRP shall detail the dimensions and slopes of the stream channel to be remediated . The SRP shall describe any material utilized to realign and restore
the channel to a natural condition. The SRP shall include a revegetation plan for remediation of the impacted channel reach. The SRP shall be implemented by October 15, 2020. No cannabis cultivation will occur on this parcel because it is designated for remediation and relocation . The encroachments covered within this Agreement will in part meet the Retirement, Remediation, and Relocation Program as required through the Amendments to Humboldt County Code Regulating Commercial Cannabis Activities Project Final EIR.

approximately 8.5 miles south east of the town of Garberville, County of Humboldt, State of California. The project is located in Section 5, TOSS, ROSE, Humboldt Base and Meridian; in the Harris U.S. Geological Survey 7.5-minute quadrangle; Assessor's Parcel Number 216-072-009; latitude 40.0514 N and longitude -123.6438 W at the first crossing.

Reasons for Exemption
The project replaces an undersized culverts with an appropriately sized and
placed culvert and a flat car bridge installation to reduce or eliminate erosion and sedimentation. These projects are conducted in accordance with published guidelines of the Department of Fish and Game, the primary purpose of which is to improve habitat for amphibians or native fish. The Stream Restoration Plan's (SRP) will stabilize banks using native vegetation or other bio-engineering techniques. There will be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065.
