Document Description
The project would consist of the construction of a shower facility, installation of a 5000-gallon capacity septic tank and leach field, the installation of two backup generators, staging area generator with utility trench, and the construction of a helicopter landing site. The project would also include the upgrading of the rocked road system to asphalt. The upgrading of the roads would also include the upgrading of the culverts and road drainage system. The leach field will consist of 8 leach trenches running 100' long that shall be 3' wide, 30" deep and 1 0' apart on center. Leach field pipes shall be 4" diameter corrugated, perforated PVC of high density polyethylene pipe, Hancor or equal. The helicopter landing site will be 100'x100' and located on the Eastern portion of the old nursery field. The CCR Title 24, Part 11 Section 5.106.1.2 BMPs will be followed and implemented for the duration and completion of project activities. The backup 22kW generators will be installed adjacent to already existing propane tanks atop a 4'x6' cement pad. The utility trenches will be dug using hand crews and will be 10" deep by 18" wide, with one running about 40', and the other about 120'. BFC staff will assist Cal Fire Tech Services in the construction of the facility and it is anticipated that the project could take anywhere from 6-18 months to complete considering personnel and equipment availability, materials, weather and other environmental factors.

Reasons for Exemption
This project fits under portions of 14 CCR § 15303: Construction or Conversion of Small Structures & § 15304: Minor Alterations to Land. This project includes the installation of 2 generators and construction of a shower facility less than 2500 ft^2. Utility trench lines for the generators will be done by hand crews and will run approximately 160 total. Project also includes construction of 10,000 ft^2 Helicopter landing site and the implementation of the septic tank and leach field. Field review by CAL FIRE staff confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland or timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation or traffic, or to utilities and service systems. Documentation of the environmental review completed by the Department is kept on file at Butte Fire Center located at 6640 Steiffer Rd., Magalia, CA 95954.
