NuStar is requesting to move an existing 8" diameter pipeline that is currently located under the dock with an in kind replacement 8" pipeline that will be located on·top of the dock. The line will allow transfer to existing above ground storage tanks number 5401, 54 02, 5403, and 5404. The design of the new line is fully compliant with MOTE MS standards.

CEQA Section 21080.23 exempts pipeline projects that meet a specific list of criteria: projects less than eight miles in length, relocation of no more that one-half mile at any one time, projects no less than eight miles from any section of pipeline that has been exempted by this section in the past 12 months, projects not solely for the purpose of excavating contaminated soil, notification of all appropriate agencies, projects undertaken within an existing right of way and the right of way is restored to its condition prior to the project, compliance with all applicable permit conditions. This section requires that the notice be made available to the interested public and relevant environmental agencies.
