Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20, Section 66270.61, has issued an Emergency Permit to the US Marine Corps, Marine Corps Air Ground Combat Center (MCAGCC) (EPA ID# CA0170090013) to treat hazardous waste (ordnance) items by open detonation. Specifically, one L54A1 81 millimeter (mm) mortar with a DM93 Mechanical Time and Superquick Fuze, one M20 50 caliber API-T projectile, one PGU-28 A/B 20mm semi-armor-piercing high-explosive incendiary projectile and one M793 25mm TP-T projectile must be treated and destroyed. No alternative treatment to detonation is available. These waste ordnance items were found and reported to MCAGCC Explosive Ordnance Dispatch (EOD) by San Bernardino County Sheriffs Department during a routine traffic stop in Twentynine Palms, California and are currently being stored at a MCAGCC EOD safe holding area, located at Marine Corps Air Ground Combat Center, Twentynine Palms, California. EOD personnel have determined that they are unstable and must be destroyed. The treatment of the hazardous waste involves addition of other explosives to trigger detonation of the waste ordnance explosives. DTSC has determined as a safety precaution to prevent an accident or severe injury, an Emergency Permit should be issued to treat the waste ordnance items prior to destruction by the Combat Center EOD personnel.
