The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 California Code of Regulations (CCR) section 15306 (Information Collection), which exempts the “basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource.” Implementation of the project includes design, production, and testing of the new smart tag technology—none of which, including the pilot study, will result in serious or major disturbance to an environmental resource.
