Document Description
The proposed project is a Tidelands Use Permit (TUP) to Maritime Museum of San Diego (Permittee) for their use of approximately eighty (BO) public metered spaces located along North Harbor Drive in the City of San Diego, California. The areas proposed for use under this TUP includes fifty (50) public metered spaces adjacent to North Harbor Drive starting near Grape Street Pier 3 and south until West Ash Street, and thirty (30) public metered spaces adjacent to the waterfront side of the same portion of North Harbor Drive. The Permittee would be provided twenty (20) placards for the purposes of vehicular parking for Permittee employees and volunteers on a non-exclusive and unreserved basis for designated available metered spaces from the hours of 10:00 AM to 8:00 PM during normal meter enforcement times. The areas proposed for use under this TUP are currently and are proposed to be used only and exclusively for the purpose of Permittee employee and volunteer parking and for no other purpose whatsoever without the prior written consent of the Executive Director of District in each instance. The Permittee would be responsible for compliance with all laws and regulations associated with the activities on or in connection with the above-described premises, and in all uses thereof, including those regulating stormwater and hazardous materials. Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15301 (Existing Facilities) and Section 3.a. of the District's Guidelines for Compliance with CEQA because it consists of a TUP for Maritime Museum employee and volunteer parking at public meters and would involve no expansion of use beyond that previously existing and would not have any permanent effects on the environment. Section 3.a. of the District's CEQA Guidelines is as follows: 3.a. Existing Facilities (SG § 15301) (Class 1): Includes operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing.
